      美国积极借鉴和移植以色列HIPPY家访项目经验,对早期补偿教育的重视和对“以家庭为中心”的积极认识构成了美国 发展HIPPY家访项目的基本背景。本文主要从目标、服务模式、监督与管理机制和项目的影响四个方面对HIPPY家访项目进行 阐述。完善的法规建设和充足的资金投入、基于实证、科学评估和家访人员服务质量高是美国发展HIPPY家访项目的经验。借 鉴美国的经验,我国的家访服务可采取构建以政府为主体的全方位社会支持体系、实施项目制试点,优先关注处境不利地区儿童 与教育质量和建立专业的家访人员队伍等策略。
英文摘要:
      The United States learns actively from the experience of Israel’s HIPPY home visitingprogram and transplants it to America,with the emphasis on early compensation education and the positive understanding of “family-centered” as the basic background of the development of HIPPY home visiting programdomestically. This paper mainly elaborates the HIPPY home visiting program from four aspects: target, service mode, supervision and management mechanism and project impact. Perfect regulatory construction and adequate capital investment, empirical-based design, scientific assessment and high quality of home visitor services are the experience of the US in developing HIPPY home visits. In view of the experience of the United States, China’s home visit service can adopt the following strategies, such as the government-based comprehensive social support system, the pilot project implementation system, priority to children and education quality in disadvantaged areas and establishment of professional home visiting personnel.
