学前教育政策主体公平而有质量的认识,通过程序公平实现可接受的结果公平,构建学前教育的系统质量体系,明确学前教育
人才培养质量的具体内容,构建切合各地实际的评价标准和体系。 |

The equity of preschool education includes the equity of procedure and result,and the quality of preschool education in⁃
cludes the macroscopic system quality and the microscopic talent cultivation quality. It goes beyond equity and quality itself and pene⁃
trates into its internal structure. Through analysis and research,it is shown that equity and quality present a dialectical and unified
complex relationship and it has the following rich connotation and attribute: The balance between fairness and quality also contains the
distinction of priority. The emphasis is the procedure equity and individuation quality. Equity implies the quality requirement and qual⁃
ity is the quality based on equity. Equity and quality has both objectivity and subjectivity. Based on the above understanding and Chi⁃
na’s national conditions,the basic idea of realizing the development goal of equity and quality preschool education is to deepen the un⁃
derstanding of fair and quality as the main body of preschool education policy,and to realize acceptable result equity through procedur⁃
al fairness,to construct the system quality system of preschool education,to scientifically professionalize the training quality of pre⁃
school education talents,and to construct the evaluation standard and system suitable to the actual situation of each place. |
