The legal policy framework of Kindergarten response to child abuse in Britain has been evolving more powerful and more flexible, which is based on the principles of maximization of children ’s interests, non-delay, multi-agency collaboration, public participation and confidentiality. A comparatively mature set of response procedure of child abuse has developed into four phases, namely, identification and referral, assessment, child protection meetings and punishment, which includes ten steps, iden⁃ tifying signs of abuse, questioning behaviors, asking for help, timely referring, convening assessment, holding strategy meetings, child protection conferences and review meetings, carrying out child protection plans, and punishment so as to maximize the child rights and promote the child welfare. It will provide some insights into the construction of child abuse prevention and con⁃ trol and the legislation of preschool education in China. |
