      为了清楚了解陕西省普惠性学前教育资源发展的情况,采用问卷调查和访谈相结合的方法,以陕西省十五地市(区)的517所普惠性幼儿园为研究样本,对陕西省普惠性幼儿园发展的情况进行研究。结果显示,全省普惠性幼儿园发展取得一定成绩,但也存在政府对普惠性幼儿园财政投入数量不足、方式单一,普惠性幼儿园教师数量不足、持证率低、年龄结构不合理、待遇差、离职率高,硬件设施设备配置不足,普惠性民办园对教研与培训的重视度不够等问题。为了更好地促进普惠性幼儿园的发展,政府应加大财政投入力度,建立合理的成本分担体系;提高工资水平和编制比例,保障幼儿教师基本权益;整合幼教资源,建立教育资源共享机制;创新教学管理模式,积极开展园本教研。
英文摘要:
      In order to understand the development situation of universal preschool education resources in shaanxi province clearly,the research adopts the method of questionnaire and interviews combined and takes 517 inclusive kindergartens in fifteen cities in shaanxi province as samples.The study results show that the inclusive kindergartens in shaanxi province have made certain achievements,but there are also some problems.Such as few and single way government financial input for inclusive kindergarten;insufficient inclusive kindergartenteachers,insufficientteachers’certification,unreasonableage structure,low treatment level,high turnover rate;insufficient configuration of hardware facilities and equipment in inclusive kindergartens;inclusive private kindergarten pays less attention to research and training.Therefore,in order to promote the development of inclusive kindergartens,the government should increase financial investment and establish a reasonable cost-sharing system;Raise the salary level and staff ratio to protect the basic rights and interests of preschool teachers;integrate preschool education resources and establish education resource sharing mechanism;innovation teaching management mode,actively carry out kindergarten-based teaching research.
