      新中国成立以来,我国幼儿园质量评估政策相继经历了垦拓与酝酿、起步与探索、规范与发展、深化与完善四个阶段。运用多源流理论对我国幼儿园质量评估政策的变迁机理进行探析,研究发现:问题源流为政策变迁提供了合理性基础,国家重大战略为政治源流营造了适宜的政治环境,多方意见建议的汇合为政策源流酝酿了合法性的土壤。这启示我国在幼儿园质量评估政策的改革和优化上应增强问题意识,聚焦幼儿园质量评估政策的具体实施;科学统筹规划,完善幼儿园质量评估政策的政治保障;吸纳多方建议,坚持端正幼儿园质量评估政策的价值取向。
英文摘要:
      Since the establishment of the People's Republic of China, the quality evaluation policy for kindergartens in China has evolved through four stages: cultivation and brewing, initiation and exploration, standardization and development, and deepening and improvement. Utilizing the theory of multi-source flow, this study explores the mechanisms behind the changes in China’s kindergarten quality evaluation policy. It has been found that the convergence of multiple opinions and suggestions lays the groundwork for the legitimacy of the policy’s source flow. Major national strategies create a conducive political environment for the policy’s source flow, while the problem source flow provides a rational basis for policy modifications. In accordance with the multi-source flow theory, there is a need to continuously reform and optimize China’s kindergarten quality evaluation policy. To begin with, enhancing problem awareness is essential, with a focus on the effective implementation of the quality evaluation policy in kindergartens. Secondly, comprehensive planning must be executed to strengthen the political support for the quality evaluation policy. Furthermore, it is crucial to incorporate feedback from various sources and maintain the value orientation inherent to the quality evaluation policy for kindergartens.
