      家庭式托育服务作为西方国家托育服务体系的重要组成部分,有效缓解了机构式托育服务供给侧问题。英国、澳大利亚、美国、日本四国家庭式托育服务体系具有相对完善的管理规范和监督制度,具体体现在登记管理、人员配备、场地设施、服务内容、监督管理五方面制度及相关标准构建等方面。目前我国家庭式托育机构以“三无身份”存在着,准入标准以及管理规范均处于缺位状态。因此,可以借鉴四国在家庭式托育服务体系构建方面的先行经验,构建中国特色的家庭式托育服务体系:首先要明确行政主管部门,优化注册流程;其次制定适宜的家庭式托育点设置标准,满足地方需要;再有建立监管与评估体系,保障家庭式托育的服务质量;最后加强职前在职培训,提高家庭式托育服务的师资水平。

      As an important part of the childcare service system in western countries, family-day-care-service effectively alleviates the supply-side problem of institutional childcare service. Britain, Australia, the United States and Japan have relatively perfect management norms and supervision systems, which are embodied in the construction of five systems and related standards in registration management: staffing, site facilities, service content, supervision and management. At present, the family care institutions in our country exist as identities of no record, no approval, no qualification.And the access standards and management norms are in a state of absence.Therefore, it is necessary to learn from the advanced experience of four countries in the construction of family day care service system in order to build the family day care service system with Chinese characteristics: First of all, clarifying the competent authorities, optimizing the registration process; Secondly, standardizing the registration process and formulating appropriate access standards to meet local needs; Furthermore, establishing the supervision and evaluation system to guarantee the service quality of family-day-care; Finally, strengthening the pre-service, in-service training to improve the level of teachers in family-day-care-service.
