| 我国儿童正在经历前所未有之变化。信息技术使儿童成长环境被重塑，社会进步更新了人们对儿童发展的期待，民间参
与介入则对儿童服务提出了更高要求。种种变化显示出我国儿童需求走向多元，儿童问题日趋复杂，儿童权利保护面临的挑
战更加多样。在教育培训市场中，在线教育野蛮生长严重侵犯儿童的网络隐私安全，“增负增压”使儿童的身心健康面临严峻
危机，过度商业化使儿童的全面与个性发展备受严正考验。因此，需要将教育培训市场治理与儿童权利保护事业有机结合：以
儿童为主体，明确教育培训机构的责任与义务；以立法为导向，规范教育培训市场秩序和行为；以改革为契机，提高儿童教育服
务的质量和水平。 |
| 英文摘要: |
| Children are undergoing unprecedented changes in our country. Information technology has reshaped the environment for
children’s growth，social development has updated people’s expectations for children’s development，and private participation has
improved the higher requirements for children’s services. Various changes show that the needs of children of our country are becoming
diversified，and children’s problems are becoming more and more complex，and the protection of children’s rights are facing more di⁃
versified challenges. The barbaric growth of online education seriously violates children’s online privacy and security in the education
and training market. The“Increased Burden and Pressure”problem makes children’s physical and mental health in a severe crisis，
and excessive commercialization makes children’s comprehensive and individual development seriously tested. Therefore，it is neces⁃
sary to organically integrate the education and training market administration with the protection of children’s rights: taking children as
the main body，clarifying the responsibilities and obligations of education and training institutions; regulating the order and behavior of
the education and training market with guidance of legislation; and improving the service quality and level of children's education with
the reform opportunity. |
