| 英文摘要: |
| Evidence-based management emphasizes evidence-oriented evaluation of program effects, and applies evidence-based concepts
to the management process, which is an important method for the United States to ensure the effective implementation of the Maternal,
Infant, and Early Childhood Home Visiting Program. The government implements evidence- based management through three
steps: identifying project effects, clarifying investment decisions, and implementing project monitoring. This reflects the characteristics
of attaching importance to technical support and professional improvement, refining the operation guideline and streamlining the work
flow, emphasizing departmental cooperation and collaborative multi-agent participation. Based on the experience of the United States,
China should gradually strengthen the responsibility of government management, establish the concept of evidence-based management,
form evidence-based management mode, construct the network resource database, introduce policies and regulations, and establish the
management accountability system, so as to promote equal opportunities for early childhood development and break the intergenerational
cycle of poverty. |
