      21 世纪技能是美国的核心素养框架。美国各州共同核心标准(CCSS)致力于培养具有21 世纪技能的公民,它的制定以大量实证研究为基础,以学习进阶理论为指导,以大学和职业需求为锚定标准,聚焦严格的知识内容和清晰连贯的应用要求,具有较强的科学性和操作性,是落实美国核心素养的课程标准。其语言标准主要从阅读、写作、听说、语言综合四部分详细描述了K-12 年级(幼儿园到高三)学生在语言各领域的应知应能,各级条目陈述具体明确,便于幼儿教师参考。在强调坚实的语言内容知识、数字技术素养、交往与协作能力、实证精神、高阶思维技能、尊重儿童的主体性方面体现了标准对信息时代挑战的回应,因此对世界各国语言核心素养落实到课程实践具有借鉴意义。
英文摘要:
      The framework for the Key Competence of the United States is about skills in 21st Century. The Common Core State Standards (CCSS) is committed to cultivating citizens with 21st century skills, which is considered to be the curriculum standard for implementing the Key Competence of the United States. The formulation of CCSS is based on a large number of empirical studies, guided by the learning progression theory,anchored by the needs of universities and careers, focusing on strict knowledge content and clear and coherent application requirements, which is highly scientific and operational. The language standard of CCSS mainly describes in detail the knowledge and ability of the K-12 grade (kindergarten to high school) students in various fields from reading, writing, listening and speaking, and language synthesis. The entries at all levels are clearly defined, which are easy for preschool teachers to refer to. It reflects the standard’s response to the challenge of the information age in terms of emphasizing solid knowledge of language content, digital technical literacy, communication and collaboration ability, positive spirit, high-level thinking skills, and respect for children’s subjectivity. Therefore, it is of reference significance for other countries to implement core language literacy into curriculum practice.
