| 摘 要：为振兴俄罗斯的高等教育，俄罗斯总统签署法令分别授予国立莫斯科大学和国立圣彼得堡大学为特殊地位大学，两所特殊地位大学同时获得了政府多项特殊的权利，而我国地方新型大学在转型发展的过程中也需要得到政府的充分支持。本文基于政府与大学关系的新视角，从政府的经费投入、办学自主权、政府的法律与政策等方面论述了俄罗斯特殊地位大学制度对我国地方新型大学转型发展的启示。 |

| Abstract: To revitalize Russian higher education, the Russian President signed a decree awarding Moscow state university and Saint-Petersburg State University as the special status university. The two special status universities have also received a number of special rights from the government. In the process of transformation and development,local newly established universities in China also require the full support of the government.Based on the new perspective of the relationship between government and universities, this paper discusses the enlightenment of Russian special status university system on the transformation and development of local newlyestablished universities in China from the perspective of the investment of government funding, autonomy in running, and laws and policies and etc. |
