| 信访制度在中国有着悠久的历史积淀和广泛的社会基础，老百姓对信访的青睐也是基于自身的生活状况和客观需要而进行的一种理性选择。针对当前的信访工作现状，通过对上访与下访两种取向的比较后发现，当前信访工作中的效率低下、过度信访严重、工作方式僵化等问题的存在与近年来依赖上访路径有着必然的联系。尤其在广泛开展群众路线教育实践活动的当下，强化下访取向，使信访工作的两条路径并行发挥作用，就成为回归信访工作初衷、实现政治民主与社会平等、重构政府信任、解决信访问题于萌芽的有益尝试 |

| The letters and visits system in China has a long history and wide social foundation, the people of letters, is based on their living conditions and the objective need for a rational choice.In view of the current status of letters and visits, and through the petition with the guild found after the comparison of two kinds of orientation, low efficiency, severe excessive letters in current petition work, work mode and the rigid in and in recent years, excessive reliance on petitioning the path associated.This paper gave the suggestions, especially in carrying out the mass line of the present education practice, strengthen the guild orientation, make the letters and two paths in parallel, as return letters and original intention and realize the political democracy and social equality, reconstructing the government trust, solve the problem of letters and the beneficial attempt in the bud. |
