| 基于国家普惠育幼政策，从合作生产理论出发，深入分析社区嵌入式托育服务在设计规划、管理提供、监督评估三个阶段的互动方式、内在限度与纾困策略，探寻其发展的有效路径。互动方式为蓝图共绘、服务共融、成效共鉴；其内在限度体现为供给方经验与居民认知不足、服务方资金与人才短缺、监督评估机制不完善与推广受阻。通过加强宣传提升认知、构建多元筹资渠道并加快人才培养、完善监督评估反馈机制，助力社区嵌入式托育服务发展。 |

| Rooted in the national inclusive child-caring policy, the study is conducted from the perspective of co-production theory. It delves deeply into the interaction patterns, intrinsic constraints, and alleviation strategies of community-embedded infant-toddler care services during the three stages of design and planning, management and implementation, and supervision and evaluation. The purpose is to explore an effective approach for the development of these services. The interaction patterns are manifested as co-creating blueprints, integrating services, and jointly appraising outcomes. The intrinsic constraints are reflected in the insufficient experience of suppliers and the low awareness of residents, the scarcity of funds and shortage of professional nursery talents for service providers, as well as the imperfect supervision and evaluation mechanisms and the hindrances to the promotion of successful paradigms.By intensifying publicity to enhance awareness, constructing diversified financing channels, expediting talent cultivation, and improving the supervision and evaluation feedback mechanisms, it is possible to facilitate the development of community-embedded infant-toddler care services. |
