      针对目前我国儿童户外运动安全规范政策发展的现状背景,选择两岸三地的3-6岁儿童户外运动安全规范政策为研究对象,用内容分析法探究三地政策的共同之处和差异之处。共同之处为:注重儿童户外运动前的多维准备规范;注重户外活动中的具体指导规范;注重户外活动中的环境规划规范。差异之处为:准备规范的侧重方向不同;指导规范的赋能角度不同;环境规划措施的筹备重点不同。在此基础上提出大陆地区3-6岁儿童户外运动安全规范政策的建构逻辑,以期完善我国幼儿户外运动安全规范相关政策,促进学前教育高质量发展。
英文摘要:
      In view of the current background of the development of children’s outdoor sports safety regulation policy in China, the outdoor sports safety regulation policy for children aged 3-6 years old in three places on both sides of the Taiwan Strait was chosen as the object of study, and the commonalities and differences of the policies in the three places were explored by using the content analysis method. The common features are as following: focusing on the multi-dimensional preparatory norms before children’s outdoor activities; focusing on the specific guidance norms during outdoor activities; and focusing on the environmental planning norms during outdoor activities. Differences are as following: different directions of preparation; different empowerment perspectives of guidance; and different preparatory focuses of environmental planning measures. On this basis, the logic of constructing the policy of outdoor sports safety norms for children aged 3-6 years old in mainland China was proposed, with a view to improving the policy related to outdoor sports safety norms for young children in China and promoting the high-quality development of preschool education.
