| 摘 要：国务院出台有关婴幼儿照护政策以来，全国各地的托育机构开始广泛设立，其中大部分为民办机构。福建福州在全国开创性地选择国有企业作为托育机构建设主体，主动对接社会需求，确保托育事业的公益性质和普惠收费，在运营机制、管理理念、特色内容和功能设置等方面进行了创新探索。 |

| Abstract：Since the State Council promulgated the policy on care for infants and children, the childcare centers around the country have begun to bloom everywhere, most of which are private institutions. Governments in many places have begun trying to consider how to establish preferential childcare institutions. Fujian Fuzhou has pioneered the use of state-owned enterprises as the main body of running the nursery institutions to ensure their public and preferential features, embody the characteristics of the enterprises during the operation and actively connect with the needs of the society. It has creatively explored many aspects, such as operation mechanism, management concept, featured content and function setting. |
