| The document How Does Learning Happen? Ontario's Pedagogy for the Early Years guides the practice and development of child care services for children aged 0-3 years old with four foundations: belonging，well-being， engagement and expression. Responsive relationships between educators and children and partner⁃ships with families，learning through play and inquiry，educators as co-learners，ongoing pedagogical documentation， constant reflection and collaborative inquiry are all essential to the achievementofchildren'slearning and development.Theonlineevaluationtool ofTorontoChildren's Services，EarlyLearningand Care Assessment for Quality
Improvement presents explicit quality standards and updated ratings to assess and promote the quality of child care programs. The four foundations with a view of what children should experience in child care programs，the framework of training educators and the quality assessment tool in Ontario provide reference for the develop⁃ment of child care services in China. |
