| The first secret meeting between Zhang Xueliang and Zhou Enlai in Fushi discussed a variety of issues, which are not completely included in the telegraph sent by Zhou Enlai after the meeting. The strategy to handle Chiang Kai-shek is an important but disputed topic in the secret talk. Both Zhou and Zhang attempted to persuade the other party but failed. The talk didn’t reach an agreement but successfully sought common ground while reserving differences. |
