      美国农村地区完善的学前教育公共服务体系的建构积累了一些值得借鉴的经验:强化各级政府在发展农村学前教育中“首责定位”;出台完善法规对发展农村学前教育进行“规范与激励”;公共财政优先保障农村及处境不利早期儿童教育;形成了职前职后一体化幼儿教师培养与质量提升机制;实施符合农村地域特性的农村儿童教育成就项目。这给我国发展农村学前教育带来启示:强化发展学前教育的战略价值和政府首责角色;出台专门化的农村学前教育事业发展政策法规;增强农村幼儿园师资培养的适宜性,提升师资数量与专业自信;探索符合农村地域特点的学前教育成就项目。
英文摘要:
      The construction of a comprehensive public service system for preschool education in the rural areas of the United States has accumulated a number of lessons which are worth for us to learn: to strengthen "the first responsibility position" of governments of all levels in the development of rural preschool education; to make improved laws and incentive regulations for the development of preschool education in rural areas; to give public finance of priority to protect rural and disadvantaged early childhood education; to form integrated preschool teacher training and quality improvement mechanism of pre-employment and post-employment; to implement rural children’s educational achievement programs that are in line with rural territorial characteristics. This brings inspiration to Chinese development of preschool education in rural areas: strengthening the strategic value of developing preschool education and the first responsibility role of the government; promulgating policies and regulations for the development of specialized preschool education in rural areas; enhancing the suitability of teacher’s professionalism in rural kindergartens; increasing the number and professional self-confidence of preschool teachers; and exploring pre-school educational achievements that are in line with the characteristics of rural areas.
