      公共财政投入与园所硬件条件是教育资源中两大重点项目,能够突出反映教育资源配置的主要问题。通过对河南省教育资源配置的实地调研与数据分析,发现河南省存在民办园比例高、公共财政投入相对不足、城乡学前教育资源配置失衡等问题。为突破河南省学前教育资源配置的瓶颈,提升人民对学前教育的满意度,应加大公共财政经费投入学前教育,强化政府责任倒逼机制;完善学前教育法制建设,引入第三方财政监督机制;兼顾公平与效率,建立城乡学前教育资源统筹机制;规范民间资本捐资办园,完善普惠幼儿园激励机制。
英文摘要:
      ublic financial investment and the hardware facilities of the kindergarten are two key parts in education resource, which can reflect problems in the allocation of educational resources. Based on the field investigation and data analysis of the educational resource allocation in Henan Province, it is found that private kindergartens are of higher proportion, the public finance support to kindergartens is relatively insufficient, and the preschool educational resources allocated to urban and rural areas are imbalance. In order to improve the preschool education resources allocation in Henan Province and enhance people’s satisfaction with preschool education, the government should increase the public finance funds to preschool education, strengthen the government’s responsibility, improve the relevant legal system and develop the third-party financial supervision mechanism. Taking into account the fairness and efficiency, the government should establish coordination mechanism for urban and rural preschool education resource, encourage private capital to contribute to the kindergarten and innovate the financial compensation and incentive mechanism.
