以江苏省教育部门公布的学前教育发展数据为依据,对江苏省第一期“学前教育五年行动计划”的实施成效进行分析,结果发现截止2015年全省幼儿园总量、省优质园数量大幅增加,学前三年毛入园率明显提高,学前教育投入大幅增长,教师数量迅速增加,“入园难”问题得以缓解。但是仍存在学前教育资源分布不均衡,师资队伍建设相对滞后,高质量、普惠性幼儿园数量较少等问题。对第二期五年“行动计划”内容的分析表明,其总体目标着力于推进学前教育的内涵发展和公平发展,有利于解决“入园贵”“入好园难”的问题。要使第二期五年“行动计划”目标真正实现,各级政府要在充分落实政策和措施的同时,不断创新机制,通过机制引导各项政策和措施的有效推进,从而真正提升学前教育质量。 |

The paper analyzes the effectiveness of the first Five-year Action Plan of Preschool Education on the basis of preschool education development data issued by educational department in Jiangsu province. The results show that the quantity and quality of kindergartens and the gross enrollment rate of kindergartens till 2015 increase greatly. However, problems like unbalanced distribution of teaching resources, behindhand construction of teaching staffs, and lack of qualified inclusive kindergartens still exist. Analysis finds that the contents of the second Five-year Action Plan of Preschool Education aims at promoting the connotative development and justification of preschool education, and helps solving the problem of expensiveness and difficulty in kindergarten enrollment. To realize the aims, governments in all levels should make sure the real implementation of policies and measures, innovate mechanism and promote the education quality of preschool education. |
