| 面对新形势，各级党校、行政学院、干部学院等以培训在职干部为主要任务的院校应在管理模式上进行积极探索，将项目制引入到干部培训管理工作中，以“稳定的职能，柔性的边界”为原则，积极推进职能管理与项目管理相结合，建立一个合理的矩阵式项目培训管理模式，形成规范的项目管理体系和流程，通过提升干部培训管理工作的科学化水平，为进一步提高干部培训质量和实效创造必要的服务条件 |

| In front of the new situation, at different levels of Party schools, administration colleges and cadre schools which specialize in cadre training, should actively explore the new management mode, introduce professional project system into cadre training management, take “stable function, soft border” as a principle, energetically push the combination of functional management and project management, establish a proper management mode for project training, and thus form a normative project management system and procedure. By promoting the scientific level of cadre training management, they can create professional and necessary service for further improving the qualified cadre training. |
