学前教育免(补)政策是政府主导学前教育发展的有效政策选择,也是强化政府职责、推进学前教育公平的有效路径。甘肃省从2016年起推行了学前教育免(补)政策,该政策以构建学前教育公共服务体系作为政策的基本方向,以追求学前教育公平作为政策的价值选择,以保障农村学前教育发展作为政策的重点,对国内其余省份的学前教育的政策设计具有相应的启示作用。 |

Free (subsidy) policy for preschool education is an effective decision for the development of a government-oriented preschool education, through which the responsibility of government is strengthened and equal access to preschool education is pushed forward. From the year of 2016, free (subsidy) policy is practiced in the field of preschool education in Gansu province. The policy aims at the construction of a public service system for preschool education, tries to realize equal access to preschool education for all the children, and attempts to promote the development of preschool education in rural area, serving as a reference for the policy making for preschool education in other provinces. |
