“学前教育三年行动计划”是由中央和地方政府制定的学前教育的发展规划,说明了学前教育的发展现状和未来学前教育的发展方向。通过对全国15个省市自治区的一期和二期学前教育三年行动计划进行比较分析发现,一期关注学前教育基本问题的解决,二期更注重建立完善学前教育发展体系和教育质量的提升;二期相对于一期目标更为明确,内容更为全面详尽;东部、中部、西部地区依然存在明显的地区和城乡差异。 |

“The Three Years Action Plan of Preschool Education” is a development plan for preschool education designed by the central and local government, which illustrates the present situation of preschool education and points the directions for the development of it. Comparative study mainly approaches the first and second period action plans of 15 provinces and regions. Data analysis shows that generally, in the first period, attentions are given to the solution of basic problems in preschool education, while second period, given to the establishment of the development system for preschool education as well as the improvement of teaching quality, and aims and contents included in the second period action plans are more specific, However, distinctive differences are still there between urban and rural areas in eastern, central and western area. |
