| 近年来，东亚区域合作在经济、政治和安全等方面取得较快发展，东亚地区成为世界经济发展最为活跃的地区。奥巴马政府执政后，认识到加强与东亚地区的联系对于恢复和发展美国国内经济，维护美国在东亚地区的主导地位，平衡中国日益扩大的地区影响，防止美国被边缘化具有重要意义。为此，奥巴马政府希望通过参与东亚区域合作，推动TPP谈判，加强双边同盟关系的政策以达到参与、重塑、主导东亚区域合作进程的目的。奥巴马政府对东亚区域合作政策的调整削弱了区域合作的向心力，增加合作机制的复杂性，激化了地区矛盾，将对东亚区域合作的发展进程产生深远影响。 |

| In recent year，we have seen a rapid development of economic，political and secure cooperation in the East Asia region，which is one of the most dynamic areas for economic development around the world. Since President Obama took his office，he has came to realize the great significance that bonds with the East-Asia region will put on the rebound and development of America economy，on the maintenance of America’s dominance status in the East-Asia region，on the balance of China’s ever-growing influence and the prevention of America from being marginalized. Therefore，Obama government hopes to participate in cooperation with the East Asia region，to move forward with TPP negotiation as well as strengthen the policy of bilateral partnership aiming to participate，reshape and dominant the cooperation process in this region. Their adjustment of cooperation policy toward the East Asia Region has weakened the centripetal force for cooperation and has complicated the cooperative institutions and systems，and also aggravated the regional conflicts. All of these will exert a far-reaching influence during the process of development of East Asia region. |
