| 《幼儿园工作规程》是我国第一部规范幼儿园内部管理的规章。随着时代的发展和学前教育事业发展的需要，教育部2016年1月5日颁布了新修订的《幼儿园工作规程》（以下简称新《规程》）。新《规程》有六个主要特点：强调幼儿园管理的科学性与规范化；与国家教育方针保持一致，坚持立德树人；注重相关政策衔接，强调依法依规办园；牢固树立安全意识，强化安全责任管理；凸显“以人为本”的幼儿园管理和幼儿园教育；突出专业要求，提高专业素质等。就如何落实新《规程》针对各级教育行政部门和幼儿园提出了相应的建议：各级教育行政部门落实新《规程》的关键是要建立常态化机制；作为落实新《规程》的核心机构幼儿园，一要根据新《规程》的要求，逐层梳理幼儿园的各项核心目标，明确幼儿园工作方向；二要明确幼儿园的任务；三要完善幼儿园的常规管理工作，提高办园水平；四要着重加强幼儿园制度的完善建设与人性化管理。 |

| Kindergarten Working Regulation is the first official guidance for the management of kindergartens in our country. On January 5th, the Ministry of Education issued the revised edition of Kindergarten Working Regulation (hereby New Regulation for short) to meet the needs of the time and the development of preschool education. The paper first expounds the connotation of the New Regulation. The regulation is a primary guide for the preschool education. It is an important mission for us to promote the reform of preschool education. It is the basic principle for the inner management of kindergarten. Secondly, the paper analyzes the differences between the two editions. Thirdly, the paper deeply explores the six major characteristics of the New Regulation. Lastly, the paper proposes suggestions for the implementation of the New Regulation to the kindergarten and different levels of the educational administrative department and. |
