党的十八大以来,中央加大了对领导干部群体的治理力度,党风政风明显好转,人民群众的满意度得到有效提升。但是,随着反“四风”的常态化,在少数党员干部中,出现了 “为官不为”的怪现象。本文从“为官不为”现象的表现入手,深入剖析 “为官不为”现象产生的多层次原因,尝试提出有效治理“为官不为”现象的长效机制和系统方案,以期对问题的解决提供思路和参考。 |

Since the Communist Party’s Eighteenth Central Conference, greater efforts has been made by the central government to administrate leading cadres. The Party and government morality has significantly improved and people’s satisfaction to the government has been effectively improved accordingly. With the combating of “four types of malpractices” becoming routine activity, a trend of inaction is found among some leading cadres. This paper explores the reasons under this strange phenomenon and tries to propose an effective long-term mechanism and a systematic plan to counter it, hoping to be helpful for the solution of this problem. |
