| 在明晰家庭托育点概念、类型和定位基础上，调查广深两地家庭托育点的场所、收托规模、从业人员及管理制度情况，发现其与国外典型模式不同，租用住宅办托育，收托和从业者多，内部管理轻设施重制度，外部管理缺失。通过深入分析住改商、住宅消防安全检查及基层管理抓手缺失困境，借鉴相关经验，建议在经由管理发挥家庭托育点节约财政资金优势同时保障婴幼儿安全健康。 |

| On the basis of clarifying the connotation, types and positioning of family day care place, this study finds that they are different from typical model of home-based child care in foreign countries through investigating the location, the scale of child care, employees and management system of family day care places in Guangzhou and Shenzhen. Family day care places in Guangzhou and Shenzhen mainly rent houses to play the role of care, with a large number of child care and employees. Besides, the internal management pays attention to systems than facilities, and external management is lacking.Further, this paper analyzes the difficulties of commercial use of dwelling house, residential fire safety inspection and management at the grass-roots level, and puts forward suggestions by drawing on relevant experience, in order to give full play to the advantages of family day care in saving financial funds through management,while ensuring the safety and health of infants. |
