| 通过构建以政策工具类型和保育政策内容要素二维分析框架，分析《国务院关于当前发展学前教育的若干意见》颁布以
来的有关3-6岁儿童保育政策的 18 项主要政策文本。研究发现，保育政策工具在二个维度存在保育政策工具运用类型单一、
保育政策工具无法体现国家政策导向的问题，从而在对儿童个体发展、学前教育的“保”和“育”三个方面影响儿童保育的质
量。在后续保育政策制订与执行中，以“结构优化”，奠定保育政策工具的科学基础；发挥“系统引领”，明确保育政策发展的价
值定位；落实“执行效率”，推动保育政策实践的服务升级。 |

| By constructing a two-dimensional analysis framework based on the types of policy tools and the elements of childcare poli⁃
cy，this paper analyzes the 18 major policy texts related to childcare policies for 3-6 years old since the promulgation of the State Coun⁃
cil’s Decisions on the Current Development of Preschool Education. The study found that the two dimensions of childcare policy tools
are characterized by the single type of childcare policy tool and a failure to reflect the national policy orientation，which affect the qual⁃
ity of childcare in three aspects: individual child development and preschool education“protection”and“education”. In the subse⁃
quent formulation and implementation of childcare policy，the scientific foundation of policy tools should be laid by“structural optimi⁃
zation”; the value orientation of childcare policy development should be clarified by“system guidance”; and“implementation efficien⁃
cy”should be implemented to promote the childcare policy practice. |
