| 日本的低出生率、少子化问题和产业结构的变化，催生了公共托育服务。保育所在日本0-3岁公共托育服务体系中扮演
着重要角色，几十年来随着政策推进，保育所在公共托育服务领域的内容得到不断更新与完善。保育所充分发挥自身专业优
势对儿童监护人开展育儿支援，严格规范保育士的准入机制与职后培养机制，不断加强区域协作，并通过政府财政支持获得公
共托育服务保障。其系列政策实践取得了较好的效果，但也反映出一些问题缺陷。其中的经验与教训，对我国0-3岁公共托
育服务体系构建具有一定的借鉴意义。 |

| Japan’s low birthrate, sub- replacement fertility, and industrial structure changes breed its public service system of child⁃
care centers and kindergartens. Childcare centers play an important role in the public service system of 0-3-year-old child rearing in
Japan. With the advancement of policies over the past decades, the contents of childcare centers in the system have been continuously
updated and improved. Childcare centers give full play to its professional advantages to provide guardians childcare support and regu⁃
late the admission mechanism and the post-employment training for childcare workers strictly. Also, they continuously strengthen re⁃
gional cooperation and obtain guarantee through government financial support. Series of policy practices have achieved good results,
but also revealed problems and defects. The experience and lessons are of certain reference significance to the construction of the pub⁃
lic service system of 0-3-year-old child rearing in China. |
