      “入园难”问题下催生的“普惠性民办幼儿园”已成为具有时代特征和中国特色的新事物。通过对我国近十年普惠性民 办幼儿园研究和政策实施进行梳理、追踪与分析发现,普惠性民办幼儿园的核心属性与制度设计已然较为成熟,发展规模逐渐 庞大,但普惠性民办幼儿园发展依然面临观念性、进程性、结构性三大困境。准确把握普惠性民办幼儿园发展的核心要素,明 确普惠性民办幼儿园发展新方向,将有助于实现我国普惠性学前教育政策目标,形成极具中国特色的、适度普惠的学前教育公 共服务供给模式。
英文摘要:
      Abstract:“Inclusive private kindergarten”which issued from the difficulty of kindergarten enrollment has become a new thing with the characteristics of the times and Chinese characteristics. Through combing,tracking and analyzing the research and policy imple⁃ mentation of inclusive private kindergartens in recent ten years in China,it is found that the core attribute and system design of inclu⁃ sive private kindergartens are mature and the scale of development is gradually huge,but the development still faces three dilemmas: concept,process and structure. Accurately grasping the core elements and clarifying the new direction of the development of inclusive private kindergartens will contribute to achieve the policy objectives of inclusive preschool education in China and form a moderately inclusive public service supply model for preschool education with Chinese characteristics.
