| 摘要：以深圳、长沙、南京、上海四个较为典型的城市为例，从文化友好、空间友好和服务友好这三个方面对地方儿童友好城
市政策规划以及执行落实情况进行了探析。结果发现:我国儿童友好城市建设已出台了政策法规，提供制度保障；制定了战略
框架，予以行动支持；取得了实践效果，但存在改进空间。基于此，未来我国儿童友好城市建设应加大理念宣传以提升尊重儿
童权力的意识，建立完善的适度普惠型儿童社会保障制度，合理规划布局以拓展儿童友好城市空间，完善儿童参与友好城市建
设的长效机制，建立健全儿童友好城市建设的监管体系。 |
| 英文摘要: |
| Abstract: Taking Shenzhen，Changsha，Nanjing and Shanghai as examples，this study explores the policy planning and implementa⁃
tion of local child-friendly cities from three aspects: culture-friendly，space-friendly and service-friendly. The results showed that
policies and regulations have been issued to provide institutional guarantee for the construction of child-friendly cities in China. A stra⁃
tegic framework has been developed to support related actions. Right now some practical results have been achieved while there is still
some space need for improvement. In the future，the construction of child-friendly cities in our country should spread related ideas in
order to enhance the awareness of respecting children’s rights; establish and perfect a moderately universally beneficial social security
system for children; reasonably plan the layout to expand the space of child-friendly cities; improve the long-term mechanism for chil⁃
dren’s participation in the construction of friendly cities; and establish and improve the supervision system for the construction of
child-friendly cities. |
