      大力发展学前教育既是国家人才战略的重要决策,也是乡村振兴战略的重要一环。自党的十八大以来,我国学前教育事业不断发展和完善,但农村学前教育发展仍然薄弱。“镇村一体化”是以教育公平为出发点,以促进农村学前教育的发展为根本目标的教育发展战略,有助于消除园所之间保教质量的差异,加强对农村学前教育的管理。多元治理理念下“镇村一体化”发展存在四个方面的困境:治理主体角色困境、治理过程中的协调困境、各主体间认知能力失衡困境、持续互动的技术困境。针对以上问题提出了“镇村一体化”的治理路径:做好镇村一体化治理组织建设、创新一体化治理制度、提高弱势治理主体的认知能力及积极主动性、创新治理技术、统筹县域内学前教育资源配置。
英文摘要:
      Vigorously developing preschool education is not only an important decision of the national talent strategy,but also an important part of the rural revitalization strategy.Since the 18th National Congress of the Communist Party of China,the preschool education in China keeps its development and improvement,but the development of rural preschool education is still weak."Integration of Towns and Villages" is based on education equity and it can promote the development of preschool education in rural areas.It will help to eliminate the difference in the quality of kindergartens education of different areas and strengthen the management of preschool education in rural areas.However,there are four dilemmas in the development of “Integration of Towns and Villages” with multiple governance ideas :the dilemma of governance subject role,coordination dilemma,the imbalance of cognitive ability among various subjects and the technical dilemma of continuous interaction.Therefore the solution of governance path is proposed in this paper:doing a good job in the integration of towns and villages,innovating integrated governance system,improving the cognitive ability and initiative of the weak governance subject,innovating governance technology,coordinating the allocation of preschool education resources in the county.
