| 大量研究表明，幼儿教育在儿童的身心发展过程中是不可延时补偿的。对幼儿教育的投资回报率高于任何一个教育阶段，面向弱势群体的幼儿教育投入效益最高。国家应该进一步从促进社会公正与和谐，保障农村儿童平等受教育权的角度认识农村幼儿义务教育的必要性和紧迫性。我国财力已经能够支撑农村幼儿义务教育，将农村幼儿教育纳入义务教育体系的时机已基本成熟，各种条件已基本具备。为此，我国急需建立以中央政府为主的农村幼儿教育财政投入体制，尽快建立以公办园为主的农村幼教体系，强化农村幼儿园师资队伍建设。 |

| A lot of research indicates that early childhood education can not be compensated delayingly during a child’s physical and mental development. The rate of return on investment of early childhood education is higher than any other education stage，and the investment-profit of early childhood education to disadvantage groups is the highest. The state should realize the necessity and urgency of the compulsory rural early childhood education from the viewpoint of promoting social justice and harmony，and guaranteeing rural children’s right to equal education. The financial ability of our country can support the compulsory rural early childhood education.It is time to bring the rural early childhood education into the compulsory education system，and various conditions have been adequate. So，our country needs to establish the financial investment system of rural early childhood education by the central government，establish a rural early childhood education system based on public kindergarten as soon as possible，strengthen the building of rural kindergarten teaching staff. |
