| 《关于实施第三期学前教育三年行动计划的意见》中对我国学前教育发展目标新的表述，为了给各地方第三期计划的制定提供一定的参考，本研究通过内容分析法从学前教育的现状与问题、目标定位分析了北京市、河南省、陕西省等9个省份（直辖市、自治区）第一、二期学前教育三年行动计划18份文件。从而发现各地区学前教育发展呈现发展存在问题个性化:各地区学前教育发展存在问题个性化，本土化研究需求量增多;关注重点从幼儿园的“量”向幼儿园的“质”转移;政府主导地位在不断增强，需建立科学管理体系;急需建立长效机制，保障学前教育的长远发展。 |

| ： Preschool Education 3-year Action Plan is an implementing strategic plan to attract the financial investment from the central to the local government,as well as a major measure speeding up the development of Chinese preschool education. This research analyzed 18 files of 9 provinces on Preschool Education 3-year Action Plan by the text analysis .Moreover,this research discovered different provinces have different realistic situations and problems. Every province shows its own specific goal,measure and practice. The preschool education needs to establish a long-term plan to ensure the continuous development,which is short of theoretical guidance now. |
