| 1913年，北洋政府改组的京师警察厅，它除了基本的治安管理功能外，在对贫民的社会救济方面也发挥着重要作用。其接管或成立的社会救济机构有针对孤寡病残的育婴堂、习艺所、贫民养老院、疯人院等，也有专门救济妇女的济良所和妇女感化所等，救济关注到了一直在社会上属于“失语”的弱势群体。本文主要研究北洋政府成立后，北京警察在社会救济方面的作为以及维持这些机构运行的资金来源，进而探讨其在社会救济方面面临的问题。 |

| In 1913 Jingshi Police Department was reshuffled by Beiyang Government. Since then it started to play a significant role in social relief jobs except the responsibility of security and administration. Institutions were taken over by the police department like lunatic asylum, old peoples’ home for the poor, house for orphans and places for the reeducation of women, which showed that the weak groups of the society were therefore paid more attention during the time. The article mainly discusses the role of Beijing police department in social relief since the founding of Beiyang Government and also talks about the issue of the source of funds. Then we will have a brief analysis of problems that Beijing police department met today |
