      以河西走廊牧区天祝、肃南、肃北、阿克塞4自治县228名幼儿教师和8名政府教育行政管理人员为研究对象,从学前教育管理、经费投入、民族教育政策导向、师资队伍建设、幼儿园教育质量等方面调查此地域学前教育现代化现状,发现存在一些问题:政府学前教育行政管理缺乏专业性规划与引导,偏重于管控与制约;推进学前教育现代化建设教育经费不足;教师队伍数量不足,结构不合理,专业水平普遍较低;缺乏明确的幼儿园民族教育现代化导向;幼儿园科层制管理制约教师专业发展平台构建;教师教育目的观与教学行为非一致性影响幼儿园教育质量等。针对以上问题,笔者提出了以下改进建议:因地制宜,制定科学的地域性中长期学前教育现代化发展规划;确保学前教育现代化发展经费投入;挖掘幼儿园民族教育现代化发展内涵,明确发展目标与任务;吸收、开发与整合文化资源,构建教师专业发展平台,切实提升教师专业素质等。

      This study took 228 kindergarten teachers and 8 government education administrative staff for research objects,who are from the pastoral area of Hexi Corridor such as Tibetan Autonomous County of Tianzhu,Yugur Autonomous County of Sunan,Mongolian Autonomous County of Subei and Kazak Autonomous County of Aksai.The present situation of the modernization of preschool education is investigated from the following perspectives:educational administration 's management of preschool Education,input of preschool education funds,policy guidance of the national education in kindergartens,construction of kindergarten teachers,quality of kindergarten education,etc,only to find the following problems.Firstly,government pre- school education administration lacks professional planning and guidance,which mainly put emphasis on control.Secondly,the fund to promote pre- school education modernization is not enough.The number of teachers is insufficient,the structure is unreasonable,and the professional level is generally low.Thirdly,pre- school education lacks a clear modernized orientation of national kindergarten education.Besides,kindergarten bureaucratic management restricts the construction of teachers' professional development platform and teachers’ concept of education is not consistent with teaching behavior.All these factors affect the quality of kindergarten education.So the following related suggestions are put forward for improvement.A scientific regional long- term pre- school education modernization development plan should be developed according to local condition.The funds for the development of pre- school education modernization should be ensured.The connotation of the modern development of kindergarten national education must be excavated so as to clear development goals and tasks.Through the absorption,development and integration of cultural resources to build a professional development platform for teachers,teachers’ professional quality needs to be improved effectively.
