      近年来,内地及香港在幼儿教育券方面进行了有益尝试,尽管其初衷是通过改善教育经费投入模式,来提高幼儿教育质量,但在实践中无可避免地涉及到了幼师待遇改善问题。在依法办学的背景中考察,上述幼儿教育券实践为改善非在编幼师带来了以下启示:在法律上明确非在编幼儿教师的专业地位,制定非在编幼儿教师待遇标准的相关法律法规,通过法律完善幼儿教育成本合理分担体制,通过法律规范幼儿园办学秩序。
英文摘要:
      Recent years, Hong Kong and some Chinese Inland Cities tried education voucher system in preschool education. It is designed to enhance the quality of preschool education by improve the financial input model. However, in practice, it inevitably involves the improvement of the treatment of off-staff teachers. In the survey of relevant schools, the study concludes enlightenments of preschool education voucher system to the improvement of treatment of off-staff teachers. The paper holds that the professional status of off-staff teachers should be recognized legally; relevant laws and regulations should be issued to ensure the treatment of off-staff teachers; perfect the sharing mechanism of preschool education costs and standardize the system of running kindergartens.
