      民汉双语教育辩证统一,发展应动态平衡。国家通用语言文字教育薄弱地区双语教育失衡问题归因,其一是教育体制内结构性的矛盾,可通过全面深化改革来解决;其二是民汉双语教育供需矛盾,可通过发展与政策倾斜来解决。民汉双语教育要动态平衡发展还应遵循民主协商、依法治教等原则。
英文摘要:
      Ethnic minorities’ Spoken and Written languages and the Standard Spoken and Written Chinese Language are supposed to coexist in a way dialectic unified,dynamically balanced and well-coordinated,an ideal relation which can also be applied to Min-Han bilingual education. By probing the unbalanced bilingual education in remote minority areas where the Standard Spoken and Written Chinese Language development is rather weak,this paper uses contradiction theory to make attribution analysis and offers feasible suggestions on future bilingual policy-making. The contradiction between college entrance examination system and the double-track school operating system is related to the inner structure of current education system,requiring an overall and thorough reform;Contradiction of demand and supply,which is the basic reason for the imbalance, can be resolved by preferential policies. The dynamic balance development of the Chinese and Chinese bilingual education should follow the principles of democratic consultation, rule of law and so on.
