      省级政府是我国高等教育办学和管理的主体,省域是高等教育领域推进管办评分离改革的关键。陕西近年来虽然进行了一些探索,但仍存在着政府依法管理高等教育的新体制还未完全建成,以《章程》为核心的现代大学制度推进较为缓慢,高等教育分类管理、分类评价制度仍处于探索之中等突出矛盾和问题。进一步推进省域高等教育领域管办评分离,需要科学规范省级政府管理权限,完善以《章程》为核心的现代大学制度体系,形成社会依法参与的评价机制,建立科学的管办评分离改革工作监测机制。
英文摘要:
      Provincial governments are the main entities responsible for higher-education-related schooling and management in China.Therefore,government-run schooling effects rely on separation of higher education management,operation,and assessment to a great extent.In recent years,Shaanxi Provincial Government has established related government departments in Shaanxi Province which have taken various measures and also got certain achievements in this field.But there are still some problems persisted such as:it takes time to set up a complete and brand new mechanism for the government to manage higher education in accordance with the law; limited progresses have been achieved on construction of a modern school system according to University Statutes; a lot of details still need to be clarified and determined for higher education management and assessment by classification.To further promote separation of higher education management,operation,and assessment,we need to explicitly specify the administration authority of the provincial government,continuously improve the modern school system,and finally set up an assessment mechanism for all social entities to exercise duties in compliance with related laws and regulations as well as establishing a scientific mechanism for separating higher education management,operation,and assessment.
