中国共产党立足传统民本思想,以马克思主义群众观为指导,结合根据地人民群众的需要,以走群众路线为路径开展社会教育,这是党实施社会教育的逻辑起点;在制度设计层面,结合实际制定系统的教育方针政策,形成了统一领导与群众自治相结合的教育管理体系,将需要和自愿作为社会教育工作的指导原则;在行动层面,把民本思想贯彻到招生动员、办学主体、教育内容、组织形式与教学方式方法等社会教育实践活动中,形成了文教工作的统一战线。观其成效,社会教育规模不断扩大,开辟了以人民为主体地位的社会教育实施路径,锻炼了农村基层干部的组织力,创新了农村管理的新模式。从以民为本的视角分析延安时期中国共产党领导下的社会教育,对当今通过教育阻截返贫和代际贫困、普及全民科学素质、加强乡村基层政权建设等有重要的借鉴意义。 |

Guided by Marxist mass viewpoint and rooted in traditional people-oriented philosophy, the Communist Party of China (CPC) developed social education through the mass line in accordance with the needs of the people in revolutionary base areas. This served as the logical starting point for the Party’s social education initiatives. At the institutional design level, systematic education policies were formulated in light of practical conditions, establishing an educational management system combining unified leadership with mass autonomy. The principles of “needs-based” and “voluntary participation” guided social education practices. In implementation, the people-oriented philosophy was manifested in social education practices such as enrollment mobilization, school management, educational content, organizational forms, and pedagogical methods, forming a united front for cultural and educational work. In terms of its effectiveness, the scale of social education continued to expand, opening up a path for the implementation of social education with the people as the main body, strengthening the organizational ability of rural grassroots cadres, and innovating new models of rural management. Analyzing social education under the leadership of the Communist Party of China in Yan’an period from a people-oriented perspective provides significant references for contemporary efforts in preventing poverty recurrence and intergenerational poverty, promoting universal scientific literacy, and strengthening rural grassroots governance. |
